The MOCA is always at or below the Minimum en route altitude (MEA), and may put an aircraft below air traffic control radar coverage and also below Minimum reception altitude (MRA) for navigation aids as a result, it is typically used only in emergencies, especially to get below icing. Both PANS-OPS and US TERPS assume values of minimum visibility available to the pilot at the lowest obstacle clearance altitude (OCA). The MOCA is based upon obstacle clearance over the terrain or over manmade objects, adequacy of navigation facility performance, and communications requirements. In addition to obstacle clearance the MOCA also ensures reception of VOR signals. Its depicted as black letters with an asterisk along an airway. A map of the areas is contained in 14 CFR PART 95IFR ALTITUDES. Minimum Obstacle Clearance Altitude (MOCA) provides obstacle clearance plus of NAVAID reception. According to CAT.OP.MPA.110, the aerodrome operating minima shall be determined by a method that considers the OCA/H. In the US the MOCAMinimum Obstruction Clearance Altitude is 1000' in non-mountainous areas and 2,000' in designated mountainous areas. An extra 2,000 feet is added in mountainous areas, 1,000 in non-mountainous. Im trying to understand the relationship between 'aerodrome operating minima', 'operational credits' and 'obstacle clearance' (usually, expressed as obstacle clearance altitude/height (OCA/H)).
